Hugh Goulbourne presentation to Public Policy Exchange

Last week, the NRFC Chair, Hugh Goulbourne, presented a paper to experts from around the UK on our emerging priorities for the first hundred days of a new Government in May 2015. The three main themes of the draft manifesto are as follows:

1. Establish a working group to develop a roadmap for a national residential retrofit programme to replace the Coalition’s stalled Green Deal programme
2. Set up an inquiry into the health impacts of retrofitting every home in the UK to the multi-comfort standard
3. Reform of the smart meter programme so that it is rolled out on an areas by area basis, starting with those areas with greatest fuel poverty
